Do I need a permit to make improvements to my home?

The short answer is YES. lf any improvements are made to the exterior of your home or lot a

FCPOA Architectural Committee Permit is required. lnterior improvements do not need to be

permitted. Even though such things as painting are not directly addressed in the deed

restrictions, it is permitted to ensure harmony with the neighborhood which is a deed restriction

requirement. Fencing, siding, pools and reworking of pools, roofs, driveways, sheds, and

additions to homes must be permitted. FCPOA does not work with the City of Houston in this

regard, and homeowners are required to obtain the applicable City of Houston permits where

required. However, FCPOA does not require City of Houston permits. The deed restrictions

Can annual assessments be paid electronically?

FCPOA employs Price & Price CPAs to administer our annual assessments and accounting. No

provision has currently been made to allow for credit card or other electronic means (other than

banking bill pay) to remit annual assessments. Perhaps this is something FCPOA can address

with Price & Price CPAs in the future.


Can FCPOA obtain additional police patrols within our neighborhood?

City of Houston police do regularly patrol FCPOA. However, due to the understaffing of the

Houston police force for the Kingwood area, patrols are not as regular as perhaps they may have

been in the past. FCPOA continually requests additional patrols whenever possible. Some years

ago, FCPOA residents voluntarily contributed to a hired patrol by the Sheriffs Department. Our

assessments do not provide adequate funding to provide for such additional patrol. FCPOA

Board of Directors does monitor local crime reports and if a significant increase in crime occurs

over a period of time, the Board of Directors will assess the need for additional hired patrols or

other means to provide protection for our neighborhood.


Will Hamblen Road be widened and connected to Woodland Hills Drive?

Over the past several years there has been discussion of the widening of Hamblen Road and its

extension to Woodland Hills Drive. There have been several plans and various stages of

proposed improvements set forth by the City of Houston. FCPOA has consistently challenged

the City of Houston over its classification of the Hamblen Road to allow more traffic flow. The

most current project development proposed by the City of Houston is to reroute Hamblen Road

to Laurel Springs as a four-lane road extending from Sorters-McClellan Road. At this time the

project is still under study and has not been approved to the best of FCPOA knowledge. The

project is proposed to make the Loop 494 crossing safer and to provide better access with a

bridge over the railroad. This will also improve use of the new Edgewater Park Facility according

to the County. Hamblen Road is not scheduled for widening beyond Laurel Springs and until the

traffic classification of the roadway is changed it is unlikely that it will be extended. However,

ongoing studies of traffic flow and access to Kingwood will continue to be a concern in the

future for FCPOA residents.


What is the current status of the former Forest cove Golf course?

Forest cove was originally established as a golf course community and for most of its history

since the mid-1960s had an operational golf course within the subdivision. Over the years the

golf course ownership changed and the most recent golf course operator/owner determined

that the golf course was not a sustainable profitable business venture. The owner sold the golf

course to a development company which is proposing to build homes on the property' There

are current laws and court decisions which provide some protection for the surrounding

homeowners when this type of change in use occurs in a golf course community. These laws

provide certain restrictions and protections for those owners through their homeowner

association regarding the change of use. FCPOA has been working with the new

owner/developer and their representatives to enforce these legal restrictions and negotiate

with them for protection of FCPOA and its homeowners relative to such issues as drainage,

traffic congestion and routing, and water, sewer and electrical infrastructure. This is an ongoing

process and has proven to be a very expensive and slow process. The legal issues surrounding

this process are complicated and in some instances time limited, so FCPOA continues to work

with the developer/owner and its representatives to provide a reasonable and workable

solution that benefits all parties.


Can FCPOA join Kingwood Service Association (KSA) and obtain "K" stickers for use of KSA facilities such as the boat ramp and parks, etc. ?

KSA charges an annual fee to be a member of its association. This fee is set based on the costs

to operate its facilities and can vary from year to year. FCPOA also charges a maintenance fee

which is based on the costs to maintain its facilities. lt is set up as part of the deed restrictions

for each section. ln order to fund the membership fees charged by another association, it

would require approval of the property owners in each section of Forest Cove to allow the

additional charge. The maintenance fee is very specific as to its uses and application in FCPOA

deed restrictions. The annual fees charged each property owner in Forest cove also include a

service fee. This fee is set by the Board of Directors and is used to further fund the costs of

maintaining and improving the facilities owned by FCPOA due to the fact that the maintenance

fee does not begin to cover the costs incurred and cannot be changed without amendment of

the deed restrictions. lt does not contemplate the use of funds to pay additional fees to another

service association. Unfortunately, FCPOA deed restrictions and current state law are very

specific as to the uses of funds collected by the association and any change to that would

require a minimum of a majority of owners in each section of Forest cove to approve such an

amendment to the deed restrictions of each section. lt is very difficult to obtain approval of

changes to deed restrictions.


What’s up with AirBNB or VRBO rentals of my house.

Please don’t do it. Your neighbors won’t like it, and it is not a condoned activity in a single family residential neighborhood.

As unfortunate as it may be, FCPOA has experienced a significant increase in the number of

rental homes used as short-term rentals. FCPOA Board of Directors has

referred this issue to appropriate legal counsel to determine if there is any avenue available to

the association which would allow FCPOA To prohibit this activity. FCPOA may however use

reasonable efforts to control some of the activities (such as parking and noise) to lessen the

burden on our neighborhood where this is a problem. Unfortunately, the City of Houston has

very few restrictions as well regarding these short-term rentals and FCPOA relies on the City of

Houston's resources to enforce most of these issues as FCPOA has no ability to do so.


What electric and gas company service my address? Who provides water?

Reliant Energy provides electricity, and Centerpoint Gas provides gas. City of Houston provides water.

What is the Trash Schedule??

Garbage is collected weekly by the City of Houston on Tuesday.

Recycling of paper, metal & plastic is every other week. Forest Cove is on schedule “A”, starting the second week of the year.

Heavy trash is collected on the second Wednesday of the month. According to COH rules, you may place your tree waste/junk waste at the curb after 6:00 p.m. the Friday before your Tree Waste / Junk Waste collection day.

Hello. I am a resident of Forest Cove. How do I obtain a gate key to access the boat launch?

The gate to the marina is usually kept unlocked The area is open to neighborhood residents. There is a boat launch into “Lake Forest Cove” but you can’t access the main river. (Our cove is nice for kayaks, fishing, swimming etc. though). There will be a boat launch opened at Edgewater Park (Hamblin and 494)at some point in the near future that will be maintained by the county. Email us for more boat launch information.

How high can a fence be? What can I build on my property anyway?

If you go to the Building Permits section on the top of the page and click on that link, you will be directed to the page where you can submit your proposal for what you are planning on doing. Fence heights can vary depending on what section you live in. If you click on the Deed Restrictions link for your section, you will also be able to find that information there.

I want to confirm; Interior changes/updates Do Not require an ACC Permit, is that correct?

Improvements to the interior of your home do not require an ACC permit. You may however require a permit from the city of you are doing electrical, plumbing or mechanical repairs.
